The BROOK DANOS was detained at Intracoastal City Drydock by CG-835V issued on 22 March 2019. The vessel moved without authorization by the attending marine inspector to Broussard Bros in Intracoastal City, Louisiana. The owner or managing operator shall notify the cognizant OCMI as in advance as possible whenever a vessel is to be hauled out or placed in a drydock or slipway to undergo repairs affecting the safety of the vessel, together with the nature of any repairs contemplated. On or around 12 March 2019, the vessel BROOK DANOS was involved in a marine casualty in which the vessel had an unintended grounding on the Sabine Pass Jetty in Sabine Pass, TX. The grounding resulted in a breach to the vessels port bow, below the water line near the keel to the extent that sea water can freely enter the forepeak void. On the 21 March 2019 the vessel was hauled out and placed in drydock for repairs however, it was not until 21MAR19 that the company reported the marine casualty and informed the local OCMI that the vessel was hauled out for repair at ICY Drydock in Henry, LA. The totality of the failures by the owner and master indicate that a serious substandard condition is not being proactively managed by the Company, vessel owner, and/or operator. The Company shall submit to the CG the required report of a marine casualty (CG-2692) immediately.

The vessel sustained damage to the bow below the waterline which compromised the watertight integrity of the forepeak causing flooding. The failure to immediately address the flooding of the vessel indicates that a serious substandard condition is not being proactively managed by the Company, vessel owner, and/or operator.
