MI Observed the generator didn't shut off when the pre-engineered fixed system was activated. Afterwards the main engine didn't start when attempting to get underway. Vessel must rectify issue and provide a service report for the pre-engineered system. Vessel must rectify prior to the carriage of passengers. 46 CFR 181.420 (a)(3)
