A vessel must be provided with a satisfactory arrangement for draining any watertight compartment, other than small buoyancy compartments, under all practicable conditions. Vessel's installed bilge system inoperable. Vessel must repair bilge system and complete an ops test to the sanctification of the attending Marine Inspector.

A steady drip of steering fluid was present at the hydraulic reservoir steering line fitting, needing replacement.
