Attached is a permit to proceed and OCMI report for the Kirby 10018. The Kirby 10018 is transiting from TT 183 - Baton Rouge, LA to Naches Marine in Orange, TX. The barge originally had a pinhole in the #4 wing void, centerline. After cropping out an 18" x 18" insert to repair the damage, Kirby representatives found the bottom plate at an unacceptable thickness, and in need of further repair.
