Penetrations and openings in watertight bulkheads must - have means to make them watertight. Class 1 quick-acting watertight door in frame 19 has improper gasket material installed that would not make a watertight seal. Several striker plates on the perimeter of the door frame are not aligned with corresponding quick-acting dogs which prevent a proper seal. Replace gasket with suitable marine grade rubber gasket, adjust striker plates so quick-acting dogs engage for a tight seal, conduct a satisfactory 'chalk test' in the presence of an attending USCG Marine Inspector.
