A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) provided that: The pump is permanently mounted and the pump is equipped with a strainer that can be readily inspected and cleaned without removal. MI observed forward machinery space submersible bilge pump float switch and pump not permanently mounted. Aft machinery space submersible pump was heavily covered and submerged in oil and grease. Properly mount and clean submersible pumps to satisfaction of MI. 46 CFR 182.520(e)

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Vessel did not have donning instructions for Type 1 PFD life jackets ( USCG Approval 160.055/153/0 style 198). Replace life jackets or provide donning instructions of this type to satisfaction of MI. 46 CFR 185.516(a)

The person in command of a documented vessel must have on board that vessel the original Certificate of Documentation currently in effect for that vessel. No COD was being kept on board the vessel. Provide proof of COD on board to MI. 46 CFR 67.313(a)

At each initial and subsequent inspections for certification, the marine inspector shall examine and test the following to determine thy are in proper operating condition, safe electrical condition, and fit for service for which they are intended: All generators, motors, lighting fixtures and circuit interrupting devices located in spaces or areas in which may contain flammable vapors shall be checked. MI observed the generator with the following conditions: heavy oil accumulations across surface/wiring, loose bolt on generator mount, and heavily clogged air intake. Remove generator hazards listed to satisfaction of MI. 46 CFR 176.25-15(a)(4) (OLD T)

As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: U.S. Coast Pilot or similar publication, Coast Guard Light List. Vessel had outdated light list and Coast Pilot on board. Provide updated copies to satisfaction of MI. 46 CFR 184.420(a)

Prior to carrying passengers. Vessels bilge system is unable to drain the cabin compartment. All vessels shall be provided with a satisfactory arrangement for draining any watertight compartment. Repair to the satisfaction of the attending marine inspector.

Vessel's stability information has not been updated to comply with the new assumed average weight per person of 185 pounds as per 46 CFR 178.215(b). Vessel's passenger count has been reduced to 10 until certified in compliance with stability regulations.

Properly label/stencil remote fuel shut-off valve on weather deck.

Provide current CPR card.

Properly repair port side pilot house window.

Master is to provide proper FCC license IAW vessel's station license.

Provide an updated version of the chart in the area, Chart #11327.

Provide an CG approved First Aid Kit as per 46 CFR 184.710.

Provide an electrical blue print for the newly installed 7.5 KW generator as required by 46 CFR 177.202(b)(4)(i).

Provide on board a valid compass deviation card.
