"This regulation applies to all towing vessels covered by this subchapter. The drydock examination must be conducted while the vessel is hauled out of the water or placed in a drydock or slipway. The Coast Guard inspector or surveyor conducting this examination must:
...(3) Examine the rudders for damage, the upper and lower bearings for wear, and the rudder stock for damage or wear. Rudders need not be removed for examination if these items can be otherwise properly evaluated."
Coast Guard Inspectors identified a roughly 8inch fracture on the Starboard rudder and a roughly 12inch fracture on the Port rudder, both on the outboard face, approximate 18 inches below the hull.
Remove the port and starboard rudders for further TPO examination, notify and submit a repair proposal to the TPO, and make repairs to the satisfaction of the attending TPO Surveyor.
Provide objective evidence to the Coast Guard upon completion of survey and repairs.

Vessel air receiver had a 130psi MAWP stamped on the body of the air receiver but it was equipped with a 175 psi safety relief valve. Vessel is to be equipped with an appropriate safety relief valve that is to not exceed the MAWP and capable of preventing the receiver from reaching more than 10% of its MAWP.
