Marine employer failed to produce a current roster of employees enrolled in the required alcohol and drug testing program. Vessel was found operating, with paying passengers onboard without a credentialed master onboard. Vessel is restricted from carrying passengers until; 1. Marine employer can produce satisfactory evidence of a satisfactory drug and alcohol program. 2. Marine employer can produce a current roster of employees enrolled in the drug testing program. 3.
