A pre-engineered fixed gas fire extinguishing system must be installed in accordance with the manufacturer’s instructions. Override switch for Fire-boy in engine compartment is not a factory switch. Replace override switch in accordance with manufacture guidance and notify local OCMI once installed to conduct operational test of new part.

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. Marking not provided on exterior of space where life jackets stowed. Provide proper marking on exterior of space.

Portable extinguisher must be located so that they are clearly visible. Extinguisher stowed in cabinet and no marking provided. Provide marking on exterior of storage area to show that extinguisher is inside.

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. One of the starters power cables was bent at a 90 degree angle and cause it to break and expose metal wires from the inside.

A visual indicator must be provided at the operating station to indicate when any automatic bilge pump is operating. Bilge pump indicator at helm not installed. Provide visual indicator for bilge pump.

Electrical equipment on a vessel must be installed and maintained to minimize accidental personnel contact with energized parts. Dead end wires found in engine compartment. Remove dead end wiring and update electrical plans.

A submersible electric bilge pump may be used as a power bilge pump required must have a positive shutoff valve is installed at the hull penetration. Pump was not permanently mounted. Permanently mount pump and notify local OCMI.

Observed fire firefighting systems, engine shut downs and override start. Vessel is to make repairs by an authorized repair shop and have CG MI observe final testing.

Observed the following sail rigging concerns: The main mast turn buckle loose and a washer used as a spacer on the cranse iron. The main mast portside aft chain plate is loose. The Mizzen mast STBD forward chain plate is loose. Have a qualified third party surveyor to determine the operating conditions of all the vessel's sail rigging and components. Followed by a repair or replacement in kind proposal and USCG Marine Inspector attends vessel while underway on sails.

Observed FWD and AFT bilge alarms not functioning as intended to. Repair or replace both bilge alarms.

Vessel did not have an updated crew roster and required testing kits for the drug and alcohol program. Update crew's list and have required testing kits on board.

Observed dead-end wiring in the battery compartment and next to sewage overboard valve. Remove wiring if not in use or place in a terminal box. 46CFR183.10-20

Vessel is missing a 40B:C portable extinguisher. Vessel is to have a 40B:C portable extinguisher adjacent to the engine room.

Portside NAV light does not turn on. Make repairs for the NAV light to function.

Vessel did not have complete first aid kit, current kit has expired items. Vessel is to have an updated kit on board.

Vessel did not have a current Certificate of Documentation (COD). Vessel is to have a current copy of COD on board at all times.

One of the vessel's life float EPIRB did not operate. Vessel is to have an operating EPIRB.

Vessel's COI expired on 11MAR2024 while the vessel was hauled out for credit hull exam. Vessel is scheduled for a COI renewal on 28MAR24. Vessel is restricted from carrying passengers until it has received a valid COI from Sector San Diego. During COI renewal, preform an underway sea trial under sail to demonstrate all repairs made during dry dock.

Vessel received 2 year credit hull exam in March 2024. Rotted wood was identified on three silicon bronze floor fames where metal contacted the frames. Two frames just forward of the fuel tank in the galley bilge were properly corrected and all rotted areas were fully replaced. The rotted frames identified directly below the compass stand in the helm bilge were only partially repaired. In order to fully access the lower section of frames (that are sandwiched between the silicon bronze floors and hull planking) requires removal of the aft deck and deck support beams. At the 2026 hull exam the lower section of frames are required to be excavated and renewed for the vessel to receive 2 year hull credit.

The strength of the float-free link must be determined by the combined capacity of the group of life floats. Replace Float-free link with correct size and correctly attach painter to link and life float.

A life jacket shall be provided for each person on board. Replace wasted of missing life jackets. passenger count reduced to 15 adults and 6 children (4 required by COI and 2 extras you have on board).

GPS not wired to VHF radio to allow digital selective calling function (DSC) to provide vessel's LAT and Long and MMSI.

Found dead end wires throughout vessel and loose ground wire near potable water tank. Wire should be removed or connected to appropriate component.

Flares where expired, provide 12 red flares or 6 red and 6 orange to maintain a limited coast wise route. Currently hold 8 red flares which will limit route to Lakes Bays and Sounds until rectified.

forward sections on the port/starboard side of vessel separating wood planks and the iron keel needs to be excavated down to good wood and resealed.

Fuel Shutoff valves, installed so as to close against the fuel flow. During remote activation by crew valve failed to its fully closed position.

During test throttle control handle had separated and broke from its morse control.

Vessel not equip with fire pump must have at least (3) 2.5 gallon buckets with attached lanyards and labeled "FIRE BUCKETS".

Replace bilge alarm light indicator cover, and provide labeling to light indicator.

Install SOLAS reflective tape on back side of life ring and repair grab line around ring.

Renew /replace SOLAS reflective tape on both Life floats.
