MODU safety certificate states vessel is required 3 lifeboats to accommodate 154 persons. Inspector witnessed lifeboat #3 steering to be inop from both the remote and tiller stations. [name withheld] completed their annual inspection Feb 3rd 2023, stating the steering was stiff and needed work. Lifeboat to be repaired to the satisfaction of Class and Flag. Provide class and flag report attesting to the proper operation of #3 lifeboat. With only two lifeboats with a 58 person capacity each, the SEU is limited to 58 POB unless other mitigations are in place and approved by the OCS OCMI. 200% aggregate capacity of allowable p.o.b. is required by the 79 MODU code 10.1.1.
