Vessel reported engine shutdown at MM 101.5 while transiting to LMR MM 115.7. Vessel currently docked at MM 103.5; authorized one-time lightship transit with assist tow (M/V BUNKER KING, 953419) to John W. Stone Oil Distributor LLC (MM 96.5) for inspection. Vessel to rectify damage to satisfaction of the attending CG marine inspector prior to movement from John W. Stone Oil Distributor LLC (MM 96.5).

Electrical systems and equipment must function properly and minimize system failures and fire and shock hazards. Marine Inspector found that generator #1 did not have a functioning amp meter, and generator #3 did not have an amp meter, voltage meter, and frequency meter. “Power Available” lights for generator #2 and #3 were not functioning.

Resolution: A new meter was installed for #3 SSDG to provide APMS, Voltage and Hertz. Power available lights were fixed for all 3 SSDG's and all meters for #1 and #2 SSDG's were correctred to display proper readings.

Essential systems or equipment must be regularly tested and examined. Tests and examinations must verify that the system or equipment functions as designed. If a component is found unsatisfactory, it must be repaired or replaced. Test and examination procedures must be in accordance with manufacturer's instructions or the Towing Safety Management System (TSMS) applicable to the vessel, if the vessel has a TSMS. Marine Inspector found that the relief valves for air compressors had not been tested or serviced as required by regulation. Valve lever for port air compressor was found broken.
