THE MI SHALL EXAMINE MACHINERY TO BE ASSURED THAT THEY ARE IN SATISFACTORY CONDITION. MI'S FOUND AN EXHAUST LEAK ON THE PORT MDE. FIX WIIN 7 DAYS; USE GAS METER WHEN ENTERING ER, PROVIDE AC TO MAIN DK FOR VENTILLATION.

(a) A vessel to which this subchapter applies may not be operated without having on board a valid U.S. Coast Guard Certificate of Inspection... Vessel COI is expired.

Classes II and III pressure vessels that have a net internal volume of less than 0.14 cubic meters (5 cubic feet) and do not contain hazardous materials must be stamped with either the ASME “U” or “UM” symbol. Compliance with other provisions in this part is not required. 46 CFR 54.01-5(c)(4) Vessel installed new air compressor for the vessel's whistle - observed as not being ASME certified.

(a) All electrical installations shall be to the satisfaction of the Officer in Charge, Marine Inspection.46 CFR "old T" 183.01-15. MI noted missing labels on circuit breakers on the number 5 and 13 panel.

The bilge suctions shall be fitted with suitable strainers having an open area not less than three times the area of the bilge pipe. 46 CFR "old T" 182.25-10. fwd void bilge suction stainer was removed.

(b) Retroreflective material required by this section must be Type I material that is approved under subpart 164.018 of this chapter. 46 cfr "old T" 180.25-25 Vessel was found with 51 adult life jackets having overly degraded retro relefticve tape. Passenger count is limited to 278 until rectified.

"Specifications for lifesvaing equipment item required to be of an approved type have been promulgated and are contained in subchapter Q...Ring Life Buoys...160.050" 46 CFR "Old T" 180.05-1(b) Stbd side ring buoy retro reflective tape was noted as being deteriorated.

All vessels shall be provided with bilge pumps in accordance with Table 182.25-10(a). Vessel is required 02 fixed power bilge pumps and only had 01 pumps operational at the time on inspection. The vessel is restricted to the following limitations until it is outfitted with 02 approved fixed power bilge pumps: 1. The vessel will operate with no more than 149 passengers. 2. The machinery room will be monitored at all times by an onboard surveillance system. 3. During any underway operations the machinery room will be observed by a designated deckhand for any abnormalities. 4. The vessel will not extend her route any further south than the Hudson River Pilots dock when passengers are aboard. 5. The vessel will operate with 3 deckhands, a senior deckhand and a Master. 6. An operational gas powered portable pump with sufficient lengths of pick up hose to reach the fixed bilge pick up location in each void will be carried onboard.

Auxiliary machinery shall be suitable in type and design for the purpose intended. Marine inspector observed diesel fuel leaking on STBD generator fuel filter housing.

xcept as provided otherwise in this subpart, all electrical equipment including motors, generators, controllers, distribution panels, etc. shall be drip proof protected. Main switchboard front panel cover was not secure/loose.

A vessel must be provided with a satisfactory arrangement for draining any watertight compartment. Vessel purchased a new fixed powered bilge pump. Submit to MSC for plan review with 7 days to ensure pump is adequate.

Cylinders shall be securely fastened and supported, and where necessary protected against injury. Multiple CO2 containers were unsecured in the galley areas on the main deck and second deck. 46 CFR 181.20-30

Equipment mounted on a hinged door of an enclosure shall be shielded such that no parts of the equipment will be exposed to accidental contact. Main deck electrical panels had blanks, labels, and enclosure shutting capabilities missing.46 CFR 183.10-10

All vessels shall be provided with an approved adult type life preserver for each person carried. Vessel only has 329 life preservers on board. Vessel is restricted to carrying a maximum of 321 passengers, 6 crew members, and 2 persons in addition to the crew. 46 CFR 180.25-5 (a)

All vessels of 26 feet in length and over shall be provided with individual bilge lines and bilge suctions for each watertight compartment. The No.4 void space bilge piping was loose and inadequate. Vessel was not able to draw suction out of the No.4 void space.46 CFR 182.25-5 (a)

All lights, receptacles and switches exposed to the weather shall be watertight. The receptacle in the overhead, centerline 2nd deck is missing a cover. 46 CFR 183.05-35 (b)

Fire hydrants shall be located so that any part of the vessel may be reached. Hole found in fire main piping on second deck; disabling upper deck hydrants

Batteries shall be effectively screened to minimize danger. Batteries were not covered.

Suitable cover shall be installed in way of all exposed machinery. Guard was nt found to be on portside engine.

At each inspection for certification and at every other vessel inspection all observed unsafe practices, fire hazards and other hazardous situations must be corrected. Visiting marine inspectors encountered hazardous CO2 levels in engine space. In order to complete annual inspection, vessel must provide a marine chemist certificate verifying safe entry into the engine room.

The stability letter must be posted under glass in the pilot house of the vessel. If posting is impracticable, the stability letter must be kept on board in the custody of the licensed operator. Stability letter was not posted or on board the vessel at time of inspection

A garbage management plan meeting paragraph (b) shall be on the ship and each person handling garbage follows the plan. Each garbage management plan must be in writing, describe procedures for minimizing, collecting, processing, storing and discharging garbage and designate the person who is in charge of carrying out the plan.

An emergency checkoff list most be posted in a conspicuous place accessible to crew and passengers. The emergency checkoff list shall contain not less than the applicable portions of the emergency instruction list as listed in 46 CFR 185.25-5

As appropriate for the intended voyage, all vessels must carry adequate and up-to-date: (a) Charts; (b) Sailing directions; (c) Coast pilots; (d) Light lists; (e) Notices to mariners; (f) Tide tables; (g) Current tables; and (h) All other nautical publications necessary

If operating in a non-discharge zone, the overboard valve for the black water must be secured. Provide a lock or remove the handle from the black water valve

All electrical connections shall be made in an enclosure to prevent shock and possible hazard.

All portable fire extinguishers are to be mounted to bulkhead with proper type approved bracket.

Vessel found with 370 lifejackets which is 30 short of the total number of passengers permitted carry. Vessel shall carry enough lifejackets for every person on board vessel.

Vessel must conduct drills for man overboard and recovery prior to getting underway with passengers.

705 - Vessel annual inspection deferred until (7/9/2020). Vessel authorized to operate until (7/9/2020).

Provide updated navigational charts for vessel's intended routes of service.

Vessel restricted to carrying a total of 170 persons. Remaining life jackets onboard were placed out of service. Due to lack of maintanence and incorrect markings. Vessel requires a total of 408 life jackets as noted on current COI.

Provide the following certificates with new vessel name of "RIP VAN WINKLE II": FCC Station License, FCC Safety Radio Certificate, FCC Bridge to Bridge Radiotelephony Certificate.

Clean and remove excess bilge water from all voids.

Ensure all crew members working onboard the vessel with security responsibilities have a valid TWIC.

Found extensive "daisy chain" electrical connections on the bridge. Remove all daisy chain electrical connections and/or ensure all electrical connections are properly installed.

Found broken support bracket for bilge piping in #2 void. Make proper repairs to bilge piping and provide adequate piping support.

Install a junction box to ensure wire splices are enclosed for the high level bilge alarm located in #3 void.

Observed excessive amounts of rust along the bottom plates of #4 void. Descale to prevent further rust development. Area will be a focal point during next dry dock.

Remove all dead end wires in engine room.

Make proper repairs to leak in coolant line at the expansion tank for the port service generator.

Ensure all electrical wire connections are in enclosed fixtures. Found multiple electrical connections exposed in engine room.

Install missing RPM gauge for starboard main engine.

Make proper repairs/replace of malfunctioning RPM gauge for port maine engine.

Repair broken hand rail located on main deck, starboard bow.

AC supply vent covers improperly installed by using zipties and strings for fastening. Properly install vent covers in accordance with manufacturer instructions.

Repair lube oil leak from starboard main engine lube oil pump.

Gray water line from concession stand discharging directly overboard. Make repairs to gray water line to ensure proper collection and disposal of waste water are in place. Vessel operates in a No Discharge Zone.

Replace bilge strainers at each bilge suction line.

Install auto shut off valves, fire resistant sight gauge glass, and gauge shield for fuel tank sight glass. System to be installed at next dry dock.

Properly install water pump and hot water heater expansion tank in engine room to prevent from movement.

Found zip ties through out vessel for securing electrical wires. Electrical wires must be secured with metal support brackets at least every 24 inches.

Properly secure deck light, mid-deck, fwd.

Replace non metallic piping with hard pipe as required by subpart F.

Place in service one child-size lifejacket to meet minimum requirement.

Show proper operation of high water alarm light for steering compartment in pilot house.

Place in service new hose or reroute existing for port engine bilge pump.

Provide mounting brackets for cable located on the main deck, forward.

Place in service blanks for missing breakers in messdeck distribution panel.

Provide servicing to B/C/40 portable fire extinguisher in wheelhouse.
