Drug testing programs required by this part must be conducted in accordance with 49 CFR part 40, Procedures for Transportation Workplace Testing Programs... The vessel lacked documentation for drug amd alcohol program. 46 CFR 16.113(a)

The master shall conduct sufficient fire drills to make sure that each crew member is familiar with his or her duties in case of a fire. Vessel drill logs were lacking. Conducted satisfactory drill during inspection. 46 CFR 185.524

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of the hull structure and its appurtenances, including the following: (4) Inspection of all railings and bulwarks and their attachment to the hull structure. The vessel was found with a crack on the insert on one of the stanchions located on the starboard quarter bow, inside the vessel. Vessel must grind back the crack to see if there is any further damage and delamination to the insert, submit proper plans and repairs to the satisfaction of the Marine Inspector. 46CFR176.802(a)(4)

A vessel must carry one floating water light, unless it is limited to daytime operation, in which case no floating water light is required. (1) Each floating water light must be approved in accordance with § 161.010 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.110. Vessel’s water light for the ring life buoy was found inoperable and meant for life jackets. Replace the water light to the satisfaction of the Marine Inspector. 46CFR180.70(d)(1)

Each life jacket, immersion suit, and ring life buoy must be marked in clearly legible block capital letters with the vessel's name. Vessel was found with a life jacket without the vessel’s name marked on it. Clearly and legibly mark the life jacket with the vessel’s name. 46CFR185.604(b)

The items contained in first aid kit shall be listed in table 160.041. Missing ammonia inhalants and aspirin is expired. Provide valid items. 46 CFR 160.041-4

Each ring buoy must be must be marked in clearly legible block capitol letters with the vessels name. Each ring life buoy must be marked with type II retroreflective material approved in accordance with 46 CFR 164.08. Stencil vessel name and place retroreflective material on ring buoy 46 CFR 185.604

Vapor barriers must be provided where flammable and combustible liquids or vapors are present, such as machinery spaces. The engine compartment has a electrical wire penetration that is not vapor tight. Renew the vapor tight boundary for the engine room compartment to the satisfaction of the Marine Inspector. 46CFR177.410(e)

Escape hatches and other emergency exits used as means of escape must be marked on both sides in clearly legible letters at least 2 inches high: "EMERGENCY EXIT, KEEP CLEAR." The forward emergency escape hatch is currently labeled, but the label is fading and unreadable. Label the hatch IAW with 46CFR185.606. 46CFR185.606

Machinery and equipment installed on each vessel must be suitable for the vessel and its operation and for the purpose intended. The flexible raw water intake hose servicing the sink did not have any hoseclamps at the through hull valve. Install proper hose clamps at the through hull valve. 46CFR182.100

A vessel on lakes, bays, and sounds or rivers route must carry three hand red flare distress signals approved in accordance with 160.021 in subchapter Q of this chapter and three hand orange smoke distress signals in accordance with 160.037 in subchapter Q of this chapter. Vessel does not have three hand red flare distress signals as required. 46CFR180.68(b) code 60c

A vessel must carry either a first-aid kit approved under approval series 160.041 or a kit with equivalent contents and instructions. First aid kit did not contain Aspirin or Ammonia inhalants. 46CFR184.710 code 16(c)

The employer shall provide an Employee Assistance Program (EAP) for all crewmembers. The employer may establish the EAP as a part of its internal personnel services or the employer may contract with an entity that will provide EAP services to a crewmember. Drug and alcohol program for vessel does not include company policy with EAP. 46CFR16.401 code 16c

Each hatch exposed to the weather must be watertight, except that the following hatches may be only weathertight: each hatch in a cabin top. Hatch in cabin top is not weathertight; add latching mechanism. 46CFR179.360(a)(2) code 16c

Install UL approved bilge pump & provide secondary means of pumping (additional UL approved pump or hand pump @ 5gpm). Any excess bilge pump which is not UL approved must not be placed in automatic operation.
