The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remain fit to proceed to sea without danger to the ship or persons on board. The following conditions were observed: (a) The ballast water treatment system motive water pump was found to have a spraying leak coming from the housing. Repair/renew the pump. (b) The auxiliary boiler on the tug was unavailable for testing. Prove proper operation of auxiliary boiler shut downs in accordance with the vessel’s approved Periodic Safety Test Procedures. (c)The port and starboard sea chest valves below the ballast water treatment system on the barge were found to have excessive leaking from the packing glands. Adjust/replace packing on both valves. (d) The anchor wash piping above the CO2 bottles in the barge forward CO2 space was found to be wasted. Provide plan to return piping to original condition. (e) The engine room fixed gas detection system was last serviced in August 2017. Conduct annual servicing of gas detection system and provide servicing report.

All electrical apparatus shall be so constructed and so installed that danger of injury in ordinary handling shall not exist. The following electrical hazards were noted during this inspection: In the barge aft electrical room: (a) The aft lighting panel was found with an exposed breaker receptacle. Install a blank to prevent accidental shock. (b) The tug-to-barge power panel cover was found to be secured with only one bolt. Replace the many missing bolts to properly secure the cover. (c) The ground detection light on the 120 volt panel did not illuminate when the test button was pushed. Identify cause of the electrical ground and repair/replace equipment as needed. (d) The ground detection test button on the 440 volt panel remained depressed after being pushed. Repair/replace the test button to ensure proper operation. In the barge forward paint locker/CO2 space: (a) An extension cord was found routed thru a penetration in the bulkhead separating the CO2 Room from the Paint Locker. A black cable was found plugged into the outlet by the main deck access door and routed through the same penetration. Remove unauthorized extension cord and black cable. (b) The bulkhead penetration through which the extension cord and black cable were routed was found to be open. Provide means to ensure the penetration provides an equivalent fire rating to the surrounding bulkhead. (c) An oscillating fan was found mounted above the work bench in the paint locker. A damaged light fixture was found in the aft port overhead of the paint locker. Neither of these were rated for installation in the paint locker. Remove unrated electrical equipment from the paint locker.
