Each launching appliance and each survival craft and rescue boat on a vessel must be in good working order and ready for immediate use before the vessel leaves port and at all times when the vessel is underway. MI observed the life floats, to include its paddles, not in a serviceable condition. 01 lifefloat had sun faded net cordage attachment points that were breaking off and lines were not serviceable; breaking under tension from excessive wear. Other life float had cracked fiberglass in multiple locations, compromising its watertight integrity.

MI observed the life ring on board to have holes in it exposing the interior foam compromising its watertight integrity and associated light not have a battery present preventing it from being in an operational and ready condition.

If any of the equipment or records have not been properly maintained, a qualified servicing facility may be required to perform the required inspections, maintenance procedures, and hydrostatic pressure tests. MI observed the engine interlock to be inoperable.
