Each survival craft must be: stowed so that when the vessel sinks the survival craft floats free and, if inflatable, inflates automatically. MI observed that the inflatable buoyant apparatus's painter was tied into the shackle of the cradle, preventing a float free arrangement after inflation.

A vessel must be provided with bilge pumps in accordance with Table 182.520(a). Vessel's carrying not more than 49 passengers between 26 feet up to 65 feet must have one fixed power pump and one portable hand pump, or one fixed hand pump and one portable hand pump. MI observed the vessel to have one fixed power pump serving the engine room, crew space, and forepeak. Only the engine room was equipped with an additional electric pump serving as an acceptable alternative to a hand pump. Vessel missing a hand pump for crew space and forepeak.

Resolution: Corrected on the spot. Crew purchased hand pump and made available on vessel prior to conclusion of annual inspection.
