An internal structural examination conducted in compliance with § 176.600 may be conducted while the vessel is afloat or out of the water and consists of a complete examination of the vessel’s main strength members, including the major internal framing, the hull plating, and planking, voids, and ballast, cargo, and fuel oil tanks. MI observed significant pitting in centerline of tank space, ultrasonic test the space to determine hull thickness. 46 CFR 176.610

At each initial and subsequent inspection for certification the owner or managing operator shall be prepared to test the steering systems of the vessel and make them available for inspection to the extent necessary to determine that they are in suitable condition and fit for the service intended. MI observed loose port rudder angle indicator being secured by ziptie, make permanent repairs to MI satisfaction. 46 CFR 115.814

Exhaust gas must not leak from piping or any connections. Both engines and generator had exhaust leaks in engine room, repair to MI satisfaction. 46 CFR 119.430 (b)

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to conduct tests and have the vessel ready for inspections of the hull and its appurtenances, including the following; inspection of all accessible parts of the exterior and interior of the hull, the watertight bulkheads, and weather decks. MI observed 3 cracks in 3 different welds in starboard forepeak top of frame 4. Make permanent repairs to MI satisfaction prior to next credit drydock. 46 CFR 115.802

All vessels shall be provided with an approved adult type life preserver for each person carried. 01 KAPOK PFD found UNSAT for continued use. Replace PFD to the satisfaction of the Marine Inspector.

Each window, port hole, and its means of attachment to the hull or deck house, must be capable of withstanding the maximum load from wave and wind conditions expected due to its location on the vessel and the authorized route. Bottom starboard window allowed water intrusion with wood damage, repair to MI satisfaction. 46 CFR 116.1020

Operator conducted ultrasonic testing in centerline of forward void tank space identifying areas containing more than 25% wastage. Clean affected areas identified by ultra-sonic test report marked red and apply corrosion resistant protective compound to MI satisfaction. Operator must submit repair plan to be approved by attending marine inspector prior to 28FEB2025 to receive next credit dry dock. 46 CFR 176.610

If the annual inspection reveals deficiencies in your vessel's maintenance, you must make any or all repairs or improvements within the time period specified by the OCMI. Vessel has opted to not haul out and conduct repairs as previously agreed upon from prior annual inspection. Vessel is restricted from passenger carriage until all repairs are made to the satisfaction of the Marine Inspector. 46 CFR 115.500(b)(1)(iii)

A drydock examination conducted in compliance with § 115.600 of this part must be conducted while the vessel is hauled out of the water or placed in a drydock or slipway. During the examination all accessible parts of the vessel's underwater body and all through hull fittings, including the hull plating, appendages, propellers, shafts, bearings, rudders, sea chests, sea valves, and sea strainers shall be made available for examination. Vessel conducted its drydock inspection on 06FEB2024, but has not been able to complete the required worklist items in a timely fashion. Vessel is not allowed to carry passengers until drydock worklist is completed. 46CFR115.610(a)

Each child size life jacket must be stowed in a location that is appropriately marked and separated from adult life jackets so the child life jackets are not mistaken for adult life jackets. Adult and Child life jackets in stowage compartment near pilothouse are not appropriately separated and marked. Provide provisions for proper storage and marking to satisfaction of Marine Inspector. 46 CFR 117.78 (a) (5)

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. Life jacket storage areas throughout vessel are improperly marked with number of life jackets inside. Ensure markings correspond with correct number of life jackets in each compartment to satisfaction of Marine Inspector. 46 CFR 122.604 (f)

An inflatable liferaft or inflatable buoyant apparatus must be serviced at a facility specifically approved by the Commandant for the particular brand, and in accordance with servicing procedures meeting the requirements of part 160, subpart 160.151, of this chapter no later than the month and year on its servicing sticker affixed. Vessel's IBA is expired for servicing. 46 CFR 122.730(a)(1)

Kerosene are prohibited for cooking, heating, or lighting on ferry or passenger vessels. Multiple kerosene heaters/lights were found on the vessel. Remove kerosene heaters/lights to the satisfaction of the attending marine inspector. 46 CFR 147.50(e)

An interior or exterior opening that is temporarily closed by cover plates or boards held in place only by hooks bolts is considered open to the weather if battening, caulking, or gaskets of any material are not used. Aft tonnage door on stern main deck caulked on outside and covered inside with paneling preventing its removal. Repair by next credit drydock.

At each initial and subsequent inspection for certification of a vessel, the owner or managing operator shall be prepared to have the vessel ready for inspections of the hull structure including the following: inspection of all accessible parts of the exterior of the hull, the watertight bulkheads, and weather decks. Tank void aft starboard outboard bulkhead found with 3" horizontal fracture located 5" beneath overhead. Monitor condition of fracture through August 4 2022. If fracture has not progressed, repair at next credit drydock.

At least one ring buoy must be fitted with a floating waterlight. Discovered expired battery on ring buoy waterlight on stbd bridge wing. Vessel operations restricted to daytime operations only. 46 CFR 117.70(d)(1)

Each life jacket must be marked with Type I retroreflective material. (17) Adult life jackets identified with worn retroreflective tape that requires replacement.46 CFR 122.604(h)

Each life jacket kept in a stowage container must be readily available. Discovered broken hinges on PFD stowage compartment on second deck, fwd of pilothouse. 46 CFR 117.78(a)(2)

Each lighting fixture must have a guard. No light guard was present on second deck soda locker overhead light.46 CFR 120.410 (a)

The person in command of a documented vessel must have onboard that vessel the original Certificate of Documentation currently in effect for that vessel. The vessel does not have a Certificate of Documentation onboard.46 CFR 67.313

The minimum capacity of the power fire pump shall be 50 gallons per minute at a pressure of not less than 60 pounds per square inch at the pump outlet. Vessel's fire pump was not able to achieve a pressure of 60 pounds per square inch at the pump outlet. 46 CFR 181.10-1(c)

A hatch exposed to the weather must be watertight, except that the following hatches may be weathertight: (1) A hatch on a watertight trunk that extends 305 millimeters (12 inches) above the weather deck. Forward hatch coaming has several drilled holes, rendering hatch not weathertight.46 CFR 116.1160(a)

46CFR 170.270(e) - For each watertight door, an indicator must be installed in the pilothouse and at each other vessel operating station from which the door is not visible. The indicator must show whether the door is open or closed. Watertight door leading to lazarette is missing appropriate indicator at operating station.

Each survival craft must be secured to the vessel by a painter with a float-free link permanently attached to the vessel. Stowed so that when the vessel sinks the survival craft floats free and inflates automatically. Survival craft stowed with painter line not secured to float-free link. Painter line left unsecured, craft would not auto inflate.
