For a vessel described by 46 CFR 175.110(c), the training program in paragraph (a) of this section must address firefighting proficiency and must include, but need not be limited to - training in the use and location of firefighting equipment and general firefighting knowledge, including: Location of firefighting appliances and emergency escape routes; Types and sources of ignition; Flammable materials, fire hazards and spread of fire; The need for constant vigilance; Actions to be taken on board; Fire and smoke detection and automatic systems on board; and Classification of fire and applicable extinguishing agents, The drills required by § 185.524, including fire location and fire type; and Emergency egress training for each member of the crew, to occur for all members of the crew— at least monthly and each time a crew member joins the crew. Previously logged crew training did not include additional requirements for vessels on oceans routes. 46 CFR 185.420 (b)(1)

The discharge ends of fuel tank vent pipes must be fitted with removable flame screens or flame arresters. The flame screens must consist of a single screen of corrosion resistant wire of at least 30 × 30 mesh. The flame screens or flame arresters must be of such size and design as to prevent reduction in the net cross sectional area of the vent pipe and permit cleaning or renewal of the flame screens or arrester elements. Flame screen on port fuel vent torn/damaged. 46 CFR 182.450 (e)

Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters (3 feet) in length, but not more than 1,830 millimeters (6 feet), securing the waterlight around the body of the ring life buoy. Lanyard connecting floating waterlight to ring life buoy not attached around the body of the ring. 46 CFR 180.70 (d)(2)

Each life jacket carried on a vessel on oceans, coastwise, or Great Lakes route, must have a life jacket light approved in accordance with § 161.012 in subchapter Q of this chapter, or other standard specified by the Commandant, including, but not limited to, approval series 160.112. Each life jacket light must be securely attached to the front shoulder area of the life jacket. Light on 1 child life jacket inoperable. 46 CFR 180.74 (a)

Electrical equipment used in the following locations must be drip proof:(1) A machinery space. MI observed wire terminal near starting battery in engine room without drip proof cover. 46 CFR 183.210(a)(1)

Vessels operated beyond the 20 nautical mile limitation of this section, but not more than 100 nautical miles from the nearest land must be equipped with VHF-DSC. Vessels VHF equipment does not have GPS loaded for DSC. Vessel to install GPS to their VHF system for DSC to the satisfaction of the marine inspector. 46 CFR 80.905(a)(2)

The ring life buoy grab line shall be 3/8-inch diameter polyethylene, polypropylene, or other suitable buoyant type synthetic material having a minimum breaking strength of 1,350 pounds. Vessels ring life buoy grab line has sun damage and has started to deteriorate. Vessel to replace grab line to the satisfaction of the marine inspector. 46 CFR 160.050-3

Electrical equipment on a vessel must be installed and maintained to protect passengers, crew, other persons, and the vessel from electrical hazards, including fire, caused by or originating in electrical equipment, and electrical shock. Vessels main service generator has two sets of dead end wires. Vessel to cap off dead end wires to the satisfaction of the marine inspector.

Batteries chargers must have an ammeter connected in the charging circuit. Vessel does not have an ammeter in their charging circuits. Vessel to install ammeters to their charging circuits to the satisfaction of the marine inspector. 46 CFR 183.350(f)

No flammable or combustible liquids may be stowed in any accommodation, control, or service space, and no more than 5 gallons of flammable liquids may be stowed in any machinery space. The flammable liquids must be in containers of one gallon or less. Vessel has over 20 gallons of combustible liquids stored in the forward accommodation space and in the engine room. Vessel to remove combustible liquids from accommodation space and limit liquids to 5 gallons in the engine room to the satisfaction of the marine inspector.

If the handle to the shutoff valve at the tank is located inside the machinery space, it must be located so that the operator does not have to reach more than 12 inches into the machinery space and the valve handle must be shielded from flames by the same material the hull is constructed of , or some noncombustible material. Vessels stbd side flame bowl has substantial corrosion rendering it useless. Vessel to replace flame bowl to the satisfaction of the marine inspector.

Flammable items not otherwise covered by the regulation of this subchapter, such as rechargeable batteries, including lithium ion batteries utilized for commercial purposed, must be handled, stored, and operated in a way that mitigates the risk of hazardous conditions. Vessel does not have a lithium battery charging plan. Vessel to post lithium ion charging plan signage in accommodation space where passengers will be able to access it to the satisfaction of the marine inspector. 46 CFR 185.364

A bilge pipe in a vessel of not more than 19.8 meters (65 feet) in length must be not less than 25 millimeters (1 inch) nominal pipe size. A bilge pipe in a vessel of more than 19.8 meters (65 feet) in length must be not less than 40 millimeters (1.5 inches) nominal pipe size. A bilge suction must be fitted with a suitable strainer having an open area not less than three times the area of the bilge pipe. Observed broken strainer for bilge pump in forward compartment. Vessel to replace strainer to the satisfaction of the Marine Inspector. 46 CFR 182.510(b)

Each PFD must have at least 200 sq. cm. (31 sq. in.) of retroreflective material on its front side, at least 200 sq. cm. on its back side and at least 200 sq. cm. of material on each reversible side, if any. The material must be Type I material that is approved under Subpart 164.018 of this chapter. The material attached on each side must be divided equally between the upper quadrants of the side. Vessel to replace missing retro-reflective material on life ring to the satisfaction of the Marine Inspector. 46 CFR 160.077-13

46 CFR 177.15(a) Except as otherwise provided in this section, all vessels shall be provided with not less than two avenues of escape from all general areas accessible to the passengers or where the may be quartered or normally employed so located that if one is not available the other may be. Vessel's forward escape hatch is difficult to access and requires additional handholds, steps, and/or grab bars to be installed.

Penetrations and openings in watertight bulkheads must be kepts as high and as far inboard as practicable and have means to make them watertight. The vessel's collision bulkhead has two open penetrations approximately the size of a screw. These penterations need to be made watertight.

Port side fuel shut off valve handle located in the space is not shielded from flames. 46 CFR 182.455(b)(4).

Forward and Aft Engineroom Bulkheads contained 3/4" holes preventing them from being vapor tight as required in 46 CFR 182.35-1.
