The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Except when in the judgment of the cognizant OCMI the operation of a vessel does not present one of the hazards listed, the emergency instruction placard should contain at least the applicable portions of the “Emergency Instructions” listed in §185.512. The emergency instructions must be designed to address the particular equipment, arrangement, and operation of each individual vessel. Vessel must update emergency procedures as addressed during vessel's annual inspection to address the particular equipment, arrangement, and operation of the vessel.

The marine employer must have a sufficient number of alcohol testing devices readily accessible on board the vessel to determine the presence of alcohol in the system of each individual who was directly involved in the SMI. Vessel's testing devices were expired. Until such time that valid testing devices are available onboard,vessel must stay within 2 hours of a location to perform the required alcohol tests from the time of occurrence of the SMI. Vessel will need to replace testing devices as required and or show written policy attesting to how the vessel will obtain the devices and conduct the required alcohol tests within 2 hours from the time of occurrence of the SMI.

An adult life jacket must be provided for each person carried on board a vessel. Due to 05 life jackets being found not serviceable, vessel was short 05 adult life jackets required by the vessel's COI. Vessel's COI requires 52 adult life jackets, but currently only had 47. Vessel crew quickly rectified deficient life jackets by suppling the vessel with satisfactory life jackets.

Placards containing instructions for the donning and use of the life jackets aboard the vessel must be posted in conspicuous places that are regularly accessible and visible to the crew and passengers. Missing donning placard for a type of life jacket available on-board. Display placard as required and to the satisfaction of attending Marine Inspector.

Every vessel must be fitted with a suitable magnetic compass designed for marine use, to be mounted at the primary operating station. Vessel's compass was not correct. Have compass corrected to satisfaction of attending Marine Inspector.

The number and identification of the items stowed inside, and their sizes, must be marked in clearly legible letters and numbers on each container for life jackets. Identification of the items may be in words, or the appropriate symbols in IMO Resolution A.760(18) (incorporated by reference; see 46 CFR 175.600). Letters and numbers must be at least 50 millimeters (2 inches) high. Symbols must be at least 100 mm (4 inches) square.

An adult life jacket must be provided for each person carried on board a vessel. 02 life jacket's were found not serviceable. 02 life jackets were replaced with serviceable life jackets. CORRECTED ON THE SPOT

Each ring life buoy on a vessel must not be permanently secured in any way. Life ring was found secured to vessel railing. Conducted OJT with O/O and discussed reason for regulation. O/O removed line from railing making ring life buoy satisfactory to attending Marine Inspector. CORRECTED ON THE SPOT

Deck rails must be designed and constructed to withstand a point load of 91 kilograms (200 pounds) applied at any point in any direction, and a uniform load of 74 kilograms per meter (50 pounds per foot) applied to the top rail in any direction. The point and uniform loads do not need to be applied simultaneously. Rail stanchions on the port aft and starboard mid-ships were found with epoxied repairs at the base. Remove epoxy and reweld to ther satisfaction of the attending USCG marine inspector.

All inspected sailing vessels owner/operators should ahve a written preventative maintenance plan (PMP) that specifically addresses their vessel's sail rigging equipment and components, to include General Description, Examiniation/Maintenance Schedule and Inventory of Rigging Components. See NVIC 02-16. Provide PMP to include the above items.

Starboard engine gauges for water temperature and oil pressure not operable. Demonstrate proper operation of gauges.

Gate valve aft of starboard collission bulkhead seized. Demonstrate proper operation.

Remove or properly terminate dead end wires in port lazarette.

Provide missing lighting covers throughout.

Prove proper operation of the stbd fwd peak bilge high level alarm prior to operating with passengers.

Replace life ring light due to cracked light cover prior to operating at night.

Prove proper operation of the stbd navigation light prior to operating at night or in reduced visability.

Post lifejacket donning placard.

REMOVE GRAB LINE ON LIFE RING OR REPLACE LIFE RING.

RENEW GASKETS ON WATERTIGHT HATCHES TO THE PORT MID & LAZ AND STBD FWD.

PROVE PROPER OPERATION OF STBD BILGE PUMP PRIOR TO SAILING.

Provide First Aid kit IAW 33 CFR 160.041.

Repair Hinge and Wx Stripping Gasket on FWD/STBD hatch cover.

Prove proper operation of STBD nav light.

Prove proper operation of magnetic compass light prior. Restricted to daylight ops and periods of good visibility.

Provide 60' of line attached to life buoy.

Prove proper operation of AFT/STBD Hatch cover.
