An inspection for renewal of a Certificate of Inspection is conducted to determine if the vessel is in satisfactory condition, fit for the service intended, and complies with all applicable regulations. It normally includes inspection and testing of the structure, machinery, equipment, and on a sailing vessel, rigging and sails. The owner or operator must conduct all tests as required by the OCMI, and make the vessel available for all specific inspections and drills required by subpart H of this part. In addition, the OCMI may require the vessel to get underway... Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. 46 CFR 176.404(a) Your vessel must undergo an annual inspection within the 3 months before or after each anniversary date. 46 CFR 176.500(b)(1) The vessel is over three months outside of its anniversary date for an annual inspection and is prohibited from conducting small passenger operations until a successful annual inspection is complete.

Marine employers must establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels who: (1) Occupy a position, or perform the duties and functions of a position, required by the vessel's Certificate of Inspection. While underway with passengers onboard, the vessel captain was found not to be enrolled with the companies drug consortium and therefore not operating within the requirements of the vessel COI.

46 CFR 180.70(c)(5) Each lifeline on a ring life buoy must have a breaking strength of at least 5 kilonewtons (1,124 pounds). Lifeline was frayed, causing insufficient breaking strength.

46 CFR 182.410(d)(1) In systems and applications where flexible hoses are permitted to be clamped, double hose clamping is required where practicable. Clamps on fuel lines were not double clamped.

46 CFR 184.402(c) Except on a vessel limited to daytime operations, the compass must be illuminated. The magnetic compass did not have illumination.

46 CFR 181.520 Portable fire extinguishers must be located so that they are clearly visible and readily accessible from the space being protected. The installation and location must be to the satisfaction of the Officer in Charge, Marine Inspection. Multiple fire extinguishers were stored under the bar and not readily accessible.

46 CFR 176.810(b)(1)(ii) Monthly inspections required by NFPA 10 may be conducted by the owner, operator, person-in-charge, or a designated member of the crew. Monthly inspection log of fire fighting equipment was not provided as required by NFPA 10.

46 CFR 185.510(a) The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Emergency instructions for actions to be taken in the event of fire, heavy weather, or man overboard conditions was not mounted at the operating station.

10 Lifejackets were unserviceable at the moment of inspection. Owner has 8 new ones on hand. Replace 02 more lifejackets with new. COIL restricted to 47 pax.

Vessels route requires 6 Hand flares and 6 Smoke signals or 12 Day/Nigh hand flares. At the moment of inspection vessel only had 04 Hand flares on board. Vessel was restricted.

Safety Radiotelephony Certificate is expired. Vessel restricted to 1000 FT From shore until new certificate is issued.

Nav lights are broken and hanging off the side of vessel. Replace with new. Restricted to day operations only.

Port side bilge pump was inoperable due to a hole found on the manifold. After further examination, MI discovered excessive corrosion causing more issues when disturbed. Replaced with new and test for proper operation.

All vessels shall be provided with bilge pumps in accordance with Table 182.25-10(a). Port side fixed hand bilge pump is inoperable. Prove proper operation of the system. 46 CFR 182.25-10(a)

All hand portable fire extinguishers and semi-portable fire extinguishers shall be checked as noted in Table 176.25-25(a)(2). Fire extinguishers lapsed annual inspection. Provide proof of certification and maintenance. 46 CFR 176.25-25(a)(2)

An adult life jacket must be provided for each person carried on board a vessel. 05 Adult life jackets were unserviceable. Replace with new and provide photos. Due to missing life jackets, maximum persons on-board limited to 46. Total persons reduced on COI. 46 CFR 180.25-5(a)

Each life jacket, immersion suit, and ring life buoy must be marked in clearly legible block capital letters with the vessel's name. Ring life buoy is missing name of vessel. Provide photos of correct name. 46 CFR 185.30-5(c)

Each ring life buoy with a floating waterlight must have a lanyard of at least 910 millimeters, securing the waterlight around the body of the ring life buoy. Waterlight line attached to life buoy is deteriorated. 46 CFR 180.70(d)(2)

Each buoy consists of a body constructed in the shape of an annular ring, with an approximately elliptical body cross section and which is fitted with a grab line around the outside periphery. Ring life buoy grab line is wasted. Provide photo of new installed grab line. 46 CFR 160.50-4(a)

Each battery used in an item of lifesaving equipment, except inflatable survival craft equipment, must be replaced during the annual inspection if the expiration date of the battery has passed. Floating waterlight battery for ring life buoy is expired. Provide photo of new battery. 46 CFR 185.726(d)

Each item of lifesaving equipment with an expiration date must be replaced during the annual inspection and repair if the expiration date has passed. EPIRB hydrostatic release is expired. Provide evidence of new release. Vessel's route restricted to lakes, bays, and sounds. 46 CFR 185.726(c)

A hatch exposed to the weather must be watertight. All gaskets on deck covers are wasted. Replace all gaskets and provide photos of new ones. 46 CFR 179.360(a)

THE PERSON IN COMMAND OF A DOCUMENTED VESSEL MUST HAVE ON BOARD THAT VESSEL THE ORIGINAL CERTIFICATE OF DOCUMENTATION (COD) CURRENTLY IN EFFECT FOR THAT VESSEL. OPERATOR MUST ACQUIRE ORIGINAL COD AND KEEP ORIGINAL ONBOARD. 46 CFR 67.313

Register EPIRB with current owner and renew registration. Current registration is expired and is registered to previous owner.

Update state registration with new owner.

Provide proof of drug consortium program for the vessel.

install junction box for spliced speaker wiring in overhang.

Update FCC saftey Radiotelephony Certificate. Certificate is issued to previoius owner.

Update or purchase a new first aid kit that meets the Q spec found in 46 CFR 160.041.

Conduct a man overboard drill.

A vessel on a limited coastwise route must carry six hand red flare distress signals and six hand orange smoke signals approved in accordance with subchapter Q. MI observed four (4) distress signals. Replace. IAW: 46 CFR 180.68

Batteries must be mounted in trays lined with, or constructed of, a material that is resistant to damage by the electrolyte. MI observed batteries unmounted and without trays. Repair. IAW: 46 CFR 183.350

Ship radio installations must be clearly marked with the call sign, the ship station identity and other codes as applicable for the use of the radio installation. MI observed missing call sign at the operating station. Repair. IAW: 47 CFR 80.1083 (b) (5)

A vessel not required to have a power driven fire pump by 46CFR181.300 must have at least three 9.5 liter (2 1/2 gallon) buckets. MI observed three fire buckets on board only had a capacity of 2 gallons each. Replace. IAW: 46 CFR 181.610

Self-identification data should be stored in the DSC unit. It should not be possible for the user easily to change these data. MI observed that radio installation was missing MMSI number. MMSI number is reset after each voyage when battery power is secured. Ensure MMSI number is permanently stored in radio. Route is restricted to Lakes, Bays, and Sounds until corrective action is completed. IAW: 46 CFR 184.502 47 CFR 80.905 47 CFR 80.1101(c)(2) IMO Resolution A.80(19)

All vessels shall be provided with a satisfactory arrangement for draining any watertight compartment other than small buoyancy compartments, under all practical conditions. MI observed unapproved nonmetallic flexible hose at discharge end of bilge system on both port and starboard sides. Replace unapproved hoses with approved bilge piping, as listed below, and provide satisfactory operational test. Approved Bilge piping materials: 1.) Metallic (Aluminum) 2.) Rigid Nonmetallic (PVC) 3.) SAE J-1942 Nonmetallic Flexible Hose w/ approved 1475 fittings. 4.) SAE J-1527 or J-2006 Nonmetallic Flexible Hoses, meeting the following additional requirements: - Length of hose must be less than 30 in. - System pressure must be less than 5 psig. - Where practicable, have 2 hose clamps at both ends. IAW: 46 CFR 182.25-1, 46 CFR 182.40-15, 46 CFR 183.720 (e)

Provide proof of annual chemical testing compliance for past three years IAW 46 CFR 16.260(b)(2)

Provide 4 additiona red hand flares and reduce route to Lakes, Bays, and Sounds IAW 46 CFR 180.68

Ensure proper repair of fuel shutoff valve iaw 46CFR182.15-40(b)(3)
