As appropriate for the intended voyage, a vessel must carry adequate and up-to-date: Charts of large enough scale to make safe navigation possible. Vessel did not have up-to-date charts and could not provide logs of updates made to the ECDIS. Ensure charts or ECDIS are up to date to the satisfaction of the attending Marine Inspector. 46 CFR 184.420

A vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radiobeacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Vessel's Radio Station Certificate was expired; station re-certified by FCC to the satisfaction of the attending Marine Inspector. 46 CFR 184.502

Vessels operated beyond the 20 nautical mile limitation specified in paragraph (a)(1) of this section, but not more than 100 nautical miles from the nearest land, must be equipped with a MF–DSC frequency transmitter meeting the requirements of §80.1101(c)(3) and capable of transmitting J3E emission and a receiver capable of reception of J3E emission within the band 1710 to 2850 kHz. The MF–DSC transmitter and receiver must be capable of operation on 2670 kHz. Vessels MF-DSC radio was not checked for proper operation and installation under the Radiotelephone Safety Certificate. Vessels is restricted to a 20 nautical mile limitation from land.

Self reported water ingress along the water line on port side engine room.

Port and starboard navigation light screens require matt black paint. Paint is faded.

Anchor light power supply conduit requires water proofing. Cable conduit into junction box is not sealed.

Engine room bulkhead in aft steering (port side) is not watertight due to removal of mounted equipment. Repair holes to regain watertight integrity.

Starboard rudder post had 2x2 mm hole from corrosion. Repair hole to original condition.

All through hull fitting, including the hull plating and plankings, appendages, propellers, shafts, bearing, rudders, sea chests sea valves, and sea stainers shall be made aviable for examination. Propellers must be removed for inspection of keyway on shaft.

Cutlass bearing on starboard side has excessive wear. Replace to original condition.

No major repairs or alterations affecting the safety of the vessel with regard to the hull shall be made without the knowledge or approval of the OCMI. Vessel stern deck has a doubler plate over a wasted insert as viewed in aft rudder room.

Cable runs through engine room and accommodation space bulkhead are not vapor tight. Machinery and fuel tank spaces shall be separated from accommodation spaces by wateright and vapor tight bulkheads. Make bulkhead water and vapor tight. 46 CFR 182.35-1(a)

Forward bulkhead in engine room has a plastic pipe fitting (covering a bilge suction line) penetrating the bulkhead. Penetration of watertight bulkheads by any rigid plastic pipe or fitting is prohibited unless it is accomplished with and acceptable metalic fitting welded or otherwise attached. Correct to the satisfaction of the attending marine inspector.

Emergency escapes are not labelled. All escape hatches shall be marked on both sides "Emergency Exit, Keep Clear" in 1" lettering. Properly label escape hatches. 46 CFR 185.30-15

Mesh on fuel vents is painted and past serviceable life. Discharge ends of vent pipes shall be fitted with removable flame screens or flame arresters consisting of a single screen of 30x30 mesh. Replace to satisfaction of attending marine inspector.

Vessel's alcohol test strips are expired. There must be a sufficient number of alcohol testing devices on board. Obtain alcohol test strips that are not expired. 46 CFR 4.06-15
