A submersible electric bilge pump may be used as a power bilge pump provided that the pump is permanently mounted. The aft-most bilge pump was not permanently mounted. Mount submersible bilge pump to the bilge so that it cannot be moved from its location during operation.

All cable and wires must be installed with metal supports spaced not more than 24 inches apart, and in such a manner as to avoid chafing and other damage. The use of plastic tie wraps must be limited to the bundling or retention of multiple cable installations, and not used as a means of support. Various wire and cable installations throughout the engine space and bilge voids were supported by plastic tie wraps and had abandoned electrical cabling integrated into the serviceable wiring. Remove all abandoned wiring and plastic tie wraps and fasten loose wiring with metal supports.

The float-free link required by §180.130(a)(1) must be: Certified to meet §160.073 in subchapter Q of this chapter and of proper strength for the size of the life float or buoyant apparatus as indicated on its identification tag. The float free link installed for both life floats does not bear an identification tag, so the breaking strength cannot be confirmed. Replace the float free link with one of proper size and strength as specified by subchapter Q of 46 CFR.

Each connection to a conductor or terminal part of a conductor must be made within an enclosure. The enclosure in the tank space had a broken cover with exposed wire connections.

An inspection for renewal of a Certificate of Inspection is conducted to determine if the vessel is in satisfactory condition, fit for the service intended, and complies with all applicable regulations. It normally includes inspection and testing of the structure, machinery, equipment, and on a sailing vessel, rigging and sails. The owner or operator must conduct all tests as required by the OCMI, and make the vessel available for all specific inspections and drills required by subpart H of this part. In addition, the OCMI may require the vessel to get underway. Found excessive oil in engine room bilge. Discrepancy written and 14 days given to clean it up. 46 CFR 176.404

Bilge pump in tank space was inop. Proper operation was witnessed prior to end of inspection. Cleared on the spot. 46 CFR 182.500

Wire splices made with crimpers in lazarette and engine space need to be made in an enclosure. Enclosure in tank space needs to be secured permenantly.

Electrical submersible pump in lazarette space needs to be permenantly secured.

Vessel name needs to be marked on both sides of the bow. Letters not less than 4 inches in height.

Install metal supports on cable runs at spacing no greater than 24 inches.

Remove dead end wiring.

Post proper emergency instructions.

Obtain required ammonia inhalants.

Maintain company drug policy onboard.
