A submersible electric bilge pump may be used as a power bilge pump provided that the pump is permanently mounted. The aft-most bilge pump was not permanently mounted. Mount submersible bilge pump to the bilge so that it cannot be moved from its location during operation.

All cable and wires must be installed with metal supports spaced not more than 24 inches apart, and in such a manner as to avoid chafing and other damage. The use of plastic tie wraps must be limited to the bundling or retention of multiple cable installations, and not used as a means of support. Various wire and cable installations throughout the engine space and bilge voids were supported by plastic tie wraps and had abandoned electrical cabling integrated into the serviceable wiring. Remove all abandoned wiring and plastic tie wraps and fasten loose wiring with metal supports.

An inspection for renewal of a Certificate of Inspection is conducted to determine if the vessel is in satisfactory condition, fit for the service intended, and complies with all applicable regulations. It normally includes inspection and testing of the structure, machinery, equipment, and on a sailing vessel, rigging and sails. The owner or operator must conduct all tests as required by the OCMI, and make the vessel available for all specific inspections and drills required by subpart H of this part. In addition, the OCMI may require the vessel to get underway. Found excessive oil in engine room bilge. Discrepancy written and 14 days given to clean it up. 46 CFR 176.404
