Vessels port exhaust between engine manifold and start of the water jacket had been removed with anticipation of replacement lagging being reinstalled. Replace missing lagging. 46 CFR 182.425(b)(3)

If the ship passes the inspection, the technician will issue a Communications Act Safety Radiotelephony Certificate. The master shall conduct sufficient drills and give sufficient instructions to make sure that all crew members are familiar with their duties during emergencies that necessitate abandoning ship or the recovery of persons who have fallen overboard. Vessel has not completed drills since December 2022. Additionally, vessel did not have accurate emergency instructions or necessary MOB recovery PPE. Vessel is required to conduct satisfactory MOB drill in presence of marine inspector prior to carriage of passengers/cargo.

USCG Sector Delaware Bay received a report that the vessel's port propeller touched bottom near Townsends Inlet on 17MAR2023. Vsl is approved to replace port propeller with an in-kind spare at Avalon Marine. Send pictures of the vsl before and after replacing the port propeller. Submit a damage assessment and repair report.

When repairs are made during an emergency, the owner, managing operator, or master shall notify the OCMI as soon as practicable after repairs are made. The shaft, shaft tube, and propeller were damaged when striking a submerged object. A Coast Guard Marine Inspector (CGMI) must oversee all repairs prior to the vessel operating.
