Efficient guard rails and bulwarks shall be fitted to all exposed parts of the freeboard and superstructure. 02 handrails and half of one other handrail were found missing along main deck on the ships starboard side. Also, along the port side on main deck, tape covered with paint were found along guard rails posing as repairs. Additionally, guard rail on stairway on starboard side, going from main deck to poop deck, found severed. Those findings are objective evidence that a threat to crew protection and safety exists on board.
