A ship, except a ship of less than 26 feet in length, must have a placard of at least 5 by 8 inches, made of durable material fixed in a conspicuous place in each machinery space, or at the bilge and ballast pump control station, stating the following: “Discharge of Oil Prohibited. The Federal Water Pollution Control Act prohibits the discharge of oil or oily waste into or upon the navigable waters of the United States, or the waters of the contiguous zone, or which may affect natural resources belonging to, appertaining to, or under the exclusive management authority of the United States, if such discharge causes a film or discoloration of the surface of the water or causes a sludge or emulsion beneath the surface of the water. Violators are subject to substantial civil penalties and/or criminal sanctions including fines and imprisonment.” MI observed that the vessel did not have an oil pollution placard. Recommend obtaining and posting USCG approved oil pollution placard to the satisfaction of the OCMI.

Each rescue boat and ring life buoy must be marked with approved Type II retroreflective material. MI observed that 02 ring life buoys had deteriorated retroreflective tape. Recommend replacing retroreflective tape on ring life buoys to the satisfaction of the OCMI.

Vsl does not have a valid Stability Letter

O2 Deck emergency lighting failed to activate. Does not activate automatically or manually.

All three of the vsl's life buoys were in a non serviceable degraded condition. The required floating water light failed to operate. The required line was missing.

Both water lubricated shaft bearing are worn with <10% of the lower channels remaining. Renew both bearings.

Numerous leaks in the house in way of electrical and electronic equipment are creating both basic occupational hazards and threaten vital equipment. Make house weather tight. See also Stability Letter Serial: H1-1602487

Frame 2 in forward peak tank wasted through. Gauge as discussed to find good material. Crop and renew to good metal.

Collision bulkhead wasted through and actively leaking water from the forward peak tank to the comparment aft. Area affected runs approx. 6" up to the bulkehad and approximately three feet port and stbd of the CVK. Gauge area as discussed to find good material. Crop and renew to good material. Deck wasted through in way of door to weather deck forward. Crop and renew to good material. See also Stability Letter Serial: H1-1602487

Deck wasted through in way of passenger head piping penetration. Crop and renew to good material. See also Stability Letter Serial: H1-1602487

During this inspection the attending Marine Inspector found evidence to question the general condition of the hull and require addition ultrasonic thickness (U/T) testing overall and in specific areas of concern, 46CFR176.840. The general shots to be carried out as follows: -10 shots per plate in way of the wind water strake (waterline). -15 shots per sheet for bottom plate in an evenly spaced pattern. Areas of specific concern, 5 shots per square foot: -Several areas of pitting on stern -Within 6 inches of hull along bottom of collision bulkhead (between compartments 1 and 2) -Bottom shell from bulkhead at frame seven forward 1' and extending port and stbd of CVK at least two longitudinal bays. -Near all docking plugs. -Longitudinal bays in way of sea suction for A/C system in compartment 3. -Near and under bilge suction in compartment 3 -Under port sewage tank in compartment 5 -In way of sea chest in compartment 5 -In way of 4 sea chests in compartment 6 (engine room) -Under all machinery in compartment 6 (engine room) -In way of aft bilge suction compartment 6 (engine room) Additionally 5 shots evenly spaced around each sea chest. A special note is attached to the vessel file that states: 2002: "Vessel hull scantlings do not meet ABS minimum rule thickness. Vessel structure approved by MSC based upon first engineering principals. This hull should be given a zero (0) % corrosion allowance." Additional research is required, however, at this time any gauging under 3/16” will need to be renewed.

A Pre-engineered fixed gas fire extinguishing system must have a means to reset devices used to automatically shut down ventilation systems and engines as required by this section. Override to the starboard engine inoperable. 46CFR181.420(b)(3)

Each ring buoy on a vessel must be readily accessible. The bow ring life buoy's bracket is missing and is loosely stowed on the bow. 46CFR180.70(b)(2)

A bilge suction must be fitted with a suitable strainer. The bilge strainer in the #3 hold is waswted and requires replacement. 46CFR182.510(b)
