A VESSEL MUST BE OPERATED IN ACCORDANCE WITH APPLICABLE LAWS AND REGULATIONS AND IN SUCH A MANNER AS TO AFFORD ADEQUATE PRECAUTION AGAINST HAZARDS THAT MIGHT ENDANGER THE VESSEL AND THE PERSONS BEING TRANSPORTED. VESSEL REPORTED THAT JET DRIVE BUCKETS WERE NOT RESPONDING TO WHEELHOUSE CONTROL AND CAUSED VESSEL TO BUMP INTO CHELSEA PIERS, CAUSING CONTACT WITH ANOTHER VESSEL AND BENDING THE SKEG ON THAT VESSEL. MARINER I MUST HAVE A TECH EVALUATE THE CAUSE OF THE MALFUNCTION AND MAKE NECESSARY REPAIRS PRIOR TO THE CARRIAGE OF PASSENGERS TO THE SATISFACTION OF MARINE INSPECTORS.
