Each unit must have on board an operating manual approved by the Coast Guard as meeting the requirements of this section which includes instructions on the use of the stability data. The BCO on board was not aware that the #1 chain jack load cell was reading 350kips when the remaining cells were in the 650-700kip range; and all of the chain jack controls were damaged by hurricane Delta and are ashore getting repaired. Replace/calibrate the #1 load cell and install working chain jacking controls.
