Each ring life buoy must be marked with Type II retroreflective material approved in accordance with 46 CFR 164.018 or other standard specified by the Commandant. The arrangement of the retroreflective material applied after March 11, 1996, must be as specified by IMO Resolution A.658(16). As per IMO Resolution A.658(16), Retro-reflective materials of a sufficient width (approximately 5 cm) should be applied around or on both sides of the body of the lifebuoy at four evenly-spaced points. The ring life buoy only had three pieces of retro-reflective tape.

Vessel must repair damage to the forward bow hand rail, both sides of the spray rail, and ensure bolts for hull splash guard are water tight prior to carrying passengers.
