AT EACH INITIAL AND SUBSEQUENT INSPECTION FOR CERTIFICATION THE MARINE INSPECTOR SHALL EXAMINE AND TEST THE FOLLOWING ITEMS TO THE EXTENCT NECESSARY TO DETERMINE THAT THEY ARE IN PROPER OPERATING CONDITION, SAFE ELECTRICAL CONDITION, SAFE ELECTRICAL CONDITION AND FIT FOR THE SERVICE FOR WHICH THEY ARE INTENDED: OVERLOAD OR CIRCUIT PROTECTION DEVICES. CIRCUIT BREAKERS SHALL BE TESTED BY MANUAL OPERATION AND FUSES SHALL BE EXAMINED VISUALLY. THE RATINGS OF FUSES SHALL BE CHECKED TO DETERMINE SUITABILITY OF THE INTENDED SERVICE. BREAKER BOX 'A', CIRCUIT #22/#24 HAD 45 AMP BREAKER WITH 12 AWG CABLE GOING TO AN ELECTRIC MOTOR/PUMP. INSTALL 20 AMP BREAKER AS APPROPRIATE FOR OVERCURRENT PROTECTION. 46 CFR 176.25-15(a)(2)

STORAGE BIN ON DECK FOR CHILD SIZE LIFE JACKETS WERE FOUND WITH OUT THE QUANTITY LISTED AND THE LIFEJACKETS STORED IN THE SALOON WERE NOT PROPERLY LABELED TO EASILY IDENTIFY THEIR LOCATIONS. INSTALL PROPER MARKINGS TO THE SATISFACTION OF THE ATTENDING MARINE INSPECTOR.

Marine employers must establish programs for the chemical testing for dangerous drugs on a random basis of crewmembers on inspected vessels who occupy a position, or perform the duties and functions of a position, required by the vessel's Certificate of Inspection. The current random drug testing program includes six crewmembers. Minimum safe manning for 24-hour operations necessitates eight crewmembers, the program must be revised to ensure all personnel filling these positions are subject to random testing.
