13101-Propulsion Main Engine-The condition of the ship and its equipment shall be maintained to conform with the provisions of the present regulations to ensure that the ship in all respects will remian fit to proceed to sea without dnager to the ship or persons on board. During inbound transit the vessel experienced a failure to the #7 cylinder on the main engine which reduced the maneuverability of the vessel. During post casualty safety exam port state control officer identified evidence of cooling water leakage on main engine cylinders #1 and #4. Verify satisfactory operation of all main engine cylinders.

Resolution: Permanent repairs completed to the satisfaction of the attending class (ABS) surveyor.
A tank vessel with a capacity of 250 or more barrels than is carrying oil or hazardous material as cargo must have on board an emergency means to enable the person in charge of a transfer operation to a facility, to another vessel, or within the vessel to stop the flow of oil or hazardous material. All emergency shutdowns for cargo pumps #2 and 3 were inoperable. 33 CFR 155.750 (a)
