CG004 - The owner, charterer, master or managing operator shall instruct each crew member, at least once every three months, as to the duties that the crew member is expected to perform in an emergency. The vessel has not completed man overboard or abandon ship drills. 46 CFR 185.420(a)

01310 - The master and crew of a vessel will be familiar with the content of and have mounted at the operating station, emergency instructions containing the actions to be taken in the event of fire, heavy weather, or man overboard conditions. Emergency instructions were not posted. 46 CFR 185.510(a)

13199 - Remote fuel shutoff stations must be marked in clearly legible letters at least 25 millimeters (1 inch) high indicating purpose of the valve and direction of operation. The fuel shutoff valves were not marked. 46 CFR 185.608

10109 - A power-driven vessel underway shall exhibit: sidelights. The port sidelight was not clearly visible. 33 CFR 83.23(a)(iii)

14101 - A ship must have a placard of at least 5 by 8 inches, made of durable material fixed in a conspicuous place in each machinery space, or at the bilge and ballast pump control station, stating the following: Discharge of Oil Prohibited: The Federal Water Pollution Control Act prohibits the discharge of oil or oily waste into or upon the navigable waters of the United States, or the waters of the contiguous zone, or which may affect natural resources belonging to, appertaining to, or under the exclusive management authority of the United States, if such discharge causes a film or discoloration of the surface of the water or causes a sludge or emulsion beneath the surface of the water. Violators are subject to substantial civil penalties and/or criminal sanctions including fines and imprisonment. The vessel did not have an oil discharge placard posted. 33 CFR 155.450(a)

14502 - The master or person in charge of a ship shall ensure that one or more placards meeting the requirements of 33 CFR 151.59 are displayed in prominent locations and in sufficient numbers so that they can be read by the crew and passengers. The vessel did not have a garbage discharge placard posted. 33 CFR 151.59(a)

09112 - A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. The eye wash and aspirin in the first aid kit were expired. 46 CFR 184.710
