Vessel must provided with a main steering gear that is of adequate strength and capable of steering the vessel at all service speeds. Additionally the design must of the steering system must include maximum astern propulsion. The rudder must be capable of from full port to full starboard with in 28 seconds. After marine casualty identified steering system was degraded. With an attending USCG MI, complete a full steering test and ensure compliance with 46 CFR 182.610.
