The construction and arrangement of a vessel must allow the safe operation of the vessel in accordance with the terms of its Certificate of Inspection giving consideration to provisions for a seaworthy hull, protection against fire, means of escape incase of a sudden unexpected casualty, guards and rails in hazardous places, ventilation of enclosed spaces, and necessary facilities for passengers and crew. Vessel expected a collision with a center console boat while moored. Impacting vessel affected an approximately 3" by 1/4" deep divot on the BELLE's port side, approximately 4 feet above the waterline and 3-4' aft of the centerline. Conduct periodic rounds over the next 24 hours, and report any changes in the vessel's condition to the OCMI.
