Guard rails or bulwarks shall be fitted around all exposed decks the height of the bulwark or guard rail shall be at least 1 meter from the deck. the vessel railing on starboard aft quarter forward of the CO2 space was .88Meters (34inches) from the deck additionally there is a trip hazard in the form of a wire trunk installed on deck in that location. During the engine room exam port state control officer observed the safety release valve on Air Bottle #2 was lock tied in the closed position. This will not allow protection against excessive pressure. 74 SOLAS (04) II-1/27.2
