Bilge pump thru hull not connected to any kind of valve. Dead end pipe found covered by insulation in engine space butting up against side shell on port side. A flexible tube or hose may be used instead of fixed pipe for the discharge line of a submersible electric bilge pump 03 bilge pumps have hoses that were not properly clamped to either the overboard valve or to the pump itself. Additionally all overboard discharge valves for the bilge pumps were inoperable and there was not a way to verify the valve was in the opened or closed position. Vessel has installed bilge system as required by regulation which was not operationally tested yet due to vessel condition. 46 CFR 182.520
