Inspector found dead end piping leading from sea water suction causing water to spill into bilge when system was energized. Except for engine exhausts, each inlet or discharge pipe that penetrates the hull below a line drawn parallel to and at least 150 millimeters (6 inches) above the deepest load waterline must have means to prevent water from entering the vessel if the pipe fractures or otherwise fails. Bilge pump thru hull not connected to any kind of valve. Dead end pipe found covered by insulation in engine space butting up against side shell on port side. It was open to environment leaving a half dollar size hole in shell plating, compromising watertight integrity of vessel. 46 CFR 179.350 (c)

A submersible electric bilge pump may be used as a power bilge pump required by Table 182.520(a) provided that: A positive shutoff valve is installed at the hull penetration. A flexible tube or hose may be used instead of fixed pipe for the discharge line of a submersible electric bilge pump 03 bilge pumps have hoses that were not properly clamped to either the overboard valve or to the pump itself. Additionally all overboard discharge valves for the bilge pumps were inoperable and there was not a way to verify the valve was in the opened or closed position. Vessel has installed bilge system as required by regulation which was not operationally tested yet due to vessel condition.
