Before the ship leaves port and at all times during the voyage, all life-saving appliances shall be in working order and ready for immediate use. PSCO observed steering failure on starboard side lifeboat, which is also designated as the vessels rescue boat. During the propulsion test the PSCO observed leaking hydraulic fluid. 74SOLAS(2020)III/20.2
