The machinery, boilers and other pressure vessels, associated piping systems and fittings shall be of a design and construction adequate for the service for which they are intended and shall be so installed and protected as to reduce to a minimum any danger to person on board, due regard being paid to moving parts, hot surfaces and other hazards. PSCE identified that the starboard side accommodation winch guard for the air cooling fan is damaged and exposing the fan blades. This poses a significant threat to the crew and persons onboard. 74SOLAS(01)II-1/26.1

After any survey of the ship under regulations 7, 8, 9 or 10 has been completed, no change shall be made in the structural arrangements, machinery, equipment and other items covered by the survey, without the sanction of the administration. The no.6 cylinder on the main engine is currently secured due to a cylinder head crack which caused a leak. As a result engine is not able to perform at designed output. SOLAS 2014 I/11(b)
