The ship had a crew of 21 persons, but no individually dedicated lifejackets. There are only 14 adult lifejackets on board, in watch stations and remotely located survival craft stations. 74SOLAS(14)Reg III/7.2.1

The portion of the ship's SMS regarding lifejackets requires only 15 adult lifejackets on board. This requirement is no in compliance with 74 SOLAS (04 Con Ed). Recommend external audit of the life saving appliance (LSA) part of the ship's SMS. 74SOLAS(14 Con Ed.)Reg 9.3.1/ISM Code 1.2.3.1
