Each vessel that operates on the high seas must have on board a FCC Type Accepted Category 1, 406 MHz EPIRB, installed to automatically float free and activate. Vessel’s EPIRB pin broke which caused the vessel to place the EPIRB in a bungee cord to the side of the vessel, causing the EPIRB to not be float free. Replace the EPIRB pin creating the capability to float free. 46CFR180.64

Vessel’s life float had a tear in the outer flotation ring creating a negative effect in the seaworthiness of the survival craft. Must repair lifeboat to the satisfaction of the attending Marine Inspector. 46CFR180.175(a)(4)

The vessel must comply with the applicable requirements for any radio and Electronic Position Indicating Radio beacon (EPIRB) installations, including the requirements for a station license and installation certificates to be issued by the Federal Communications Commission, as set forth in 47 CFR part 80. Vessel radios were not programed with the MMSI or the GPS coordinates, along with Radio telephony Certificate was expired. Vessel must renew their Radio telephony Certificate and program their DSC radios with the MMSI and GPS to the satisfaction of the attending Marine Inspector. 46CFR184.502

A vessel must carry either a first-aid kit that meets the requirements in 46 CFR 199.175(b)(10) or a kit with equivalent contents and instructions. For equivalent kits, the contents must be stowed in a suitable, watertight container that is marked “First-Aid Kit”. A first-aid kit must be easily visible and readily available to the crew. The first aid kit contained multiple medications that were expired. Replace all expired medication with new medication. 46CFR184.710

Propeller had damage on leading edge of 3 of 4 blades. One of the damaged blades was cracked. MI was unable to determine extent of crack due to the condition of the propeller. Vessel must repair existing damage to the satisfaction of a Coast Guard marine inspector. 46 CFR 176.610

During the inspection, a problem with the 12V DC switchboard was causing amidiships and aft bilge pumps to not operate. Proof proper operation of all installed bilge pumps to the satisfaction of the attending marine inspector. 46 CFR 182.520
