After any survey of the ship under paragraph 1 of this regulation has been completed, no change shall be made in the structure, equipment, systems, fittings, arrangements, or material covered by the survey, without the sanction of the administration, except the direct replacement of such equipment and fittings. PSCO observed a valve on the sample line to the oil content meter, that when closed would not allow a sample to flow across the content meter photo eye, allowing effluent from the OWS to be discharged overboard. The line diagram of the OWS system did not show the valve. MARPOL 2017 ANNEX I Reg 6.4.2

The machinery shall be of a design and construction adequate for the service for which they are intended. PSCO observed warning alram "Active system diagnostic/shutdown" during test of emergency generator. According to system and operation manual, the alrm could mean nine different faults.
