Each item of lifesaving equipment determined by the marine inspector to not be in serviceable condition must be repaired or replaced. 21 Marlin Type 1 life jackets installed on vessel (Model 320RT for Adults and Model 321RT for Child size) have a malfunctioning spring-loaded tab on the snap hook of the safety strap. The spring-loaded tabs fail to spring back,(return to closed position) after depressing to secure snap hook in place. Renewal required for all affected Lot #'s. Vessel has 33 serviceable adult life jackets on board, therefore passenger count shall be reduced to 31 passengers + 02 required crew, until affected life jackets are replaced with serviceable Type 1 life jackets. 46 CFR 176.808(b)

The selection of crewmembers for random drug testing shall be made by a scientifically valid method, such as a random number generator that is matched with crewmembers' Social Security numbers, payroll identification numbers, or other comparable identifying numbers. Under the testing frequency and selection process used, each covered crewmember shall have an equal chance of being tested each time selections are made and an employee's chance of selection shall continue to exist throughout his or her employment. Current selection process is not a scientifically valid method. Ensure random selection process complies with the above requirements.
