Structural Conditions
The steering gear components and the rudder stock shall be of sound and reliable construction to the satisfaction of the administration.
Both the number one and number two steering gear pumps have active leaks originating from the ram seal and the local steering unit seal. The number one steering gear pump was empty of hydraulic oil and had to be filled from the backup reservoir.

Each nonmetallic transfer hose must not be burst, bulge, leak or abnormally distort under static liquid pressure at least 1.5 times the maximum allowable working pressure. Chief Engineer was unable to provide proff of hydrostatic testing of bunkering system at 150% Maximum Allowable Working Pressure.
