Vessel could not prove proper operation and maintenance of oil content meter, and vessel crew is not familiar with oil content meter testing and maintenance per manufacturer's manual and specifications. Vessel did not have maintenance records for oil content meter that were in compliance with manufacturer's specifications. Vsl did not have spare parts to make needed repairs to oil content meter.
