No person may operate an oceangoing ship unless it has capacity to retain onboard all oily mixtures or has an approved oily water separating equipment for processing oily mixtures from bilges or fuel oil tanks; vessel was configured to transfer oily bilge water from the main engine room bilges to the grey water tank using an electric submersible bilge pump. The grey water tank containing oily bilge water would then be pumped overboard with no oily water separating equipment.

Watchmen may be substituted on uninspected passenger vessels of not more than 300 GRT with the use of fire detectors, smoke detectors, and high water alarms with audible and visual warning indicators. Each alarm must have an audible and visual alarm indicator located at the normal operating station; vessel does not meet the substitution requirements for watchmen as required by 46 CFR 15.855(c) and operated without watchmen performing duties required by 46 CFR 15.855(a).
