Electrical 0950-Each emergency generating set arranged to be automatically started shall be provided with a stored energy capability of at least 3 consecutive starts and a second source of energy for an additional 3 starts within 30 minutes unless manual starting can be demonstrated to be effective.PSCO observed crew was unable to start the emergency generator using secondary source of energy. 17c

Resolution: Attended vessel and observed starting and operation of emergency generator utilizing two sources of energy. Battery banks were replaced and are fully operational.

PSCO discovered a 10 foot by 8 foot by 6 foot wooden shack on the poop deck for the stowage of garbage which isn't referenced in the garbage management plan. Provide clarification as to acceptance of wooden shack in accordance with the garbage management plan. - MARPOL Anx V/9
