A propulsion engine control system, including pilot house control, must be designed so that a loss of power to the control system does not result in an increase in shaft speed or propeller pitch. Vessels new engine, YANMAR ENG No: E59183 is fitted with an electric throttle position sensor (propulsion control system) in lieu of mechanical. Submit a limited qualitative failure analysis (QFA) addressing power loss to the throttle position sensor to the Marine Safety Center. Test to the satisfaction of the attending Marine Inspector. 46 CFR 184.620(c)

Conduct a functional machinery alarm test of the high water temperature and low oil pressure main engine alarms in the presence of a Marine Inspector to determine if the Electronic Control Module de-rates, shuts down, or otherwise takes control from the operator IAW CG-CVC Policy Letter 17-08. 46 CFR 176.840
