The scope of the annual inspection is the same as the inspection for certification but in less detail unless the cognizant marine inspector finds deficiencies or determines that a major change has occurred since the last inspection. The inspection for certification shall include an inspection of the structure…and equipment. The inspection shall be such to insure that the vessel, as regards the structure…and equipment is in satisfactory condition and fit for the service for which it is intended. During the vessels annual inspection, the marine inspector identified three separate locations with approximately one inch wasted holes along the lower portion of the starboard side open hopper cargo hold allowing the potential free flow of oil field waste directly overboard. Additionally, seven stiffeners attached to the cargo hold structure were cracked at the main deck weld. The vessel is detained and shall make necessary repairs to the satisfaction of the local OCMI prior to departing Broussard Brothers shipyard and carrying any cargo.
