The Master or person in charge of a vessel equipped with ballast tanks that operates in the waters of the United States must employ one of the following ballast water management methods: Install and operate a ballast water management system that has been approved by the Coast Guard. It was reported to the PSCO that the installed ballast water treatment system is inoperable "due to control air contamination". This condition resulted in V1*03 valve positioner pneumatic block not being able to function as designed.
