On ships carrying flammable or toxic products or both, a water spray system for cooling, fire prevention, and crew protection should be installed to cover exposed cargo tank domes, exposed on deck storage vessels, cargo liquid and vapor discharge, and loading manifolds.
The system should be capable of covering all areas with a uniformly distributed water-spray.
Insufficient water spray coverage was observed over tank dome #1, type "C" tanks 1 and 2 on deck, and both cargo manifolds.
A rupture was also observed in the deck water spray piping leading to the port manifold.
