A penetration in a watertight bulkhead must be as high and as far inboard in the bulkhead as practicable, and made watertight. & 46 CFR 177.405 (c)- Separation of machinery and fuel tank spaces from accommodation spaces. Machinery and fuel tank spaces must be separated from accommodation spaces by boundaries that prevent the passage of vapors. Several bulkhead penetrations are not watertight and can not prevent the passage of vapors.
